In recent years, the global health landscape has rapidly changed: the COVID-19 pandemic upended health systems worldwide, funding shortages are squeezing programs at all levels, and climate-related disasters have intensified public health crises. It has never been more important for coordinated, collective, and efficient action to build healthy communities for all.
Since 2023, Camber has served as a strategic partner and convener across major global health coalitions – supporting funders, governments, and multilateral agencies to align the planning, financing, and evaluation that cross-silo delivery requires.
We help global health actors move beyond fragmented, disease-specific delivery modalities by building partnerships anchored in immunization programs and extending them to serve other health priorities at the same time.
The Challenge
Health investments have long been organized around vertical, disease-specific programs — a model dating back to the smallpox eradication era that has driven real progress in HIV treatment and vaccine coverage. But these parallel structures are not always designed to work together, they often lead to separate planning and budgeting for the same districts, separate diseases, specific reporting for a single patient visit, and incentives that reward campaign approaches but not the systemic routine care that should follow them.
Within these fragmented health systems, integration is becoming a financial necessity. Shrinking overseas development assistance and tighter fiscal space have already forced some countries to cut critical services by as much as 70% . But integration requires overlap in patient needs, compatible delivery infrastructure, established clinical co-benefits, and aligned financing.
Our Role
Anchored within immunization coalitions, Camber builds partnerships across global health actors to enable coordination and integration across otherwise siloed verticals.
We convene stakeholders to co-develop shared immunization strategies. In our role as the secretariat and strategic partner for major coalitions, we convene core actors within the immunization landscape to co-develop shared immunization strategies.
We are the bridge between global strategy and country-level action. We help coalitions execute collaborative strategies by driving the governance, change management, financing alignment, and other tactical support required to translate global strategy into country-level impact. Simultaneously, we elevate critical insights from local implementation to global actors that shape big-picture strategies.
We identify opportunities to extend immunization platforms to other disease verticals. As we stand up immunization platforms, we continue to advocate for more partnerships that allow us to leverage the efficiencies we’ve gained across planning, financing, implementation, and monitoring to other disease and implementation verticals.
Impact to Date
Camber has played an instrumental role in developing the infrastructure critical for immunization+ platforms and partnerships for over 3 years.
Health Campaign Effectiveness Coalition
Since 2023, Camber has served as secretariat for the health Campaign Effectiveness Coalition — now 20 organizations strong — creating a replicable model for extending immunization campaigns to include other disease verticals, such as NTDs, malaria, immunization, polio, and nutrition. Camber has guided the translation of this model to country-led ownership in Ethiopia and Nigeria via the Nigeria Collaborative Action Strategy (N-CAS).
Measles & Rubella Partnership
Beyond HCE, Camber has also served as the central program support unit for the Measles & Rubella Partnership, comprised of the American Red Cross, CDC, the Gates Foundation, Gavi, UN Foundation, UNICEF, and the WHO. We have supported the coalition to align its strategy and priorities with the wider set of global and regional immunization efforts, and to develop such as the measles & rubella campaign tracker that help the partnership identify and act on bottlenecks to country progress.
By building the infrastructure for influential global health coalitions, Camber has helped move immunization platforms from parallel, disease-specific efforts toward a co-developed, collaborative systems, and has demonstrated a successful model that can be brought to other countries, platforms, and coalitions.
